Bharat Ratna is the highest civilian award in India followed by Padma Award. In 1954, Padma Award was started in the country. There are three Padma awards namely Padma Vibhushan, Padma Bhushan and Padma Shri. These awards are announced every year by the Ministry of Home Affairs on the eve of Republic Day.

These awards are given in recognition of 'outstanding work' in various fields such as arts, literature, education, sports, medicine, social work, science, engineering, public affairs, civil service, commerce and industry, as well as for distinguished and exceptional achievement or service. Except doctors and scientists, working with public enterprises and government employees are not eligible for Padma awards.

The central government is trying to convert the Padma awards into “people's Padmas”. For this, the Ministry of Home Affairs has appealed that all the citizens should submit their self-nominations or recommendations. Nominations or recommendations should contain all relevant details as mentioned in the template available on the award portal, including in descriptive form (maximum 800 words) the recommended person's performance in their respective field. Details in this regard are also available on the Ministry of Home Affairs website (https://mha.gov.in) and Padma Awards portal (https://padmaawards.gov.in) under the heading 'Awards and Medals'.
