The recruitment process is…

  • A new Lok Sabha is formed of the elected MPs. Before the election of the Speaker of this new Lok Sabha, the Speaker-in-charge is elected.
  • As per parliamentary tradition, the most senior Lok Sabha member is given priority in the appointment of the Speaker-in-charge.
  • A senior MP may belong to the ruling party or the opposition party.
  • The ruling party forwards the name of the incumbent president to the President through the Ministry of Parliamentary Affairs. The President decides on it.

What is the main job of the incumbent president?

The President-in-charge administers the oath to the MPs. After this, all Lok Sabha members take oath under the chairmanship of Protem Speaker. The Speaker of the Lok Sabha is elected after all the members take oath.

Where does the word protem come from?

Protem is a shortened form of the Latin word 'pro tempore'. Which means 'for a while'. A caretaker speaker (pro tem speaker) is appointed till a new Speaker of the Lok Sabha is appointed. These 3 had become acting Speakers Since the independence of the country, the Speakers of all the Lok Sabhas have been elected unanimously. Another special thing is that Ganesh Vasudev Mavlankar, Hukum Singh and Somnath Chatterjee, who were earlier appointed as caretaker Speaker, were later elected as Lok Sabha Speaker.
